JK administration to identify inefficient employees

Srinagar, Jul 16: The Jammu & Kashmir administration has directed its top officers to identify inefficient employees who are over 48-years-old or have completed 22 years in service.
In an order, J&K’s chief secretary and Financial Commissioner, Finance department, Arun Kumar Mehta has directed administrative secretaries to initiate the process of reviewing the performance of each government servant who has completed 48 years or 22 years of service for identifying such government servants who are ineffective in work and have no utility for the purpose for which they are employed.
“It is impressed upon all the administrative secretaries to initiate the process/ exercise of reviewing the performance of each government servant who has completed 48 years of age/ 22 years of service for identifying such government servants who are ineffective in work and are not fit to continue in the post held and have no utility for the purpose for which they are employed,” reads the order.
In October last year, the Jammu and Kashmir government amended Article 226 (2) of the Jammu and Kashmir Civil Service Regulations allowing it to retire at any time ‘inefficient, ineffective officials and employees, including those with doubtful integrity’ in public interest after he or she has completed 22 years of service or attained 48 years of age. The amendment brought J&K UT service regulations at par with the Centre. The official or employee to be retired will be given three-month notice or three months of allowance.
The amendment also provides for the formation of an internal panel in each department, comprising the administrative secretary, head of department concerned, and two senior officers to be nominated by the administrative secretary.
