Four years on, ICDS dept fails to verify certificates of promoted supervisors

Verification process will complete soon: Mission Dir ICDS

Srinagar, Oct 26: Around four years have passed since a promotion list of ICDS supervisors was published in Anantnag, while authorities have yet to verify the authenticity of their submitted certificates.
Soon after the list was published dozens of ICDS employees alleged that few workers who are having fake degrees are part of the promotion list after which concerned authorities assured that matter will be investigated.
However, since then around four years have passed but authorities have failed to verify the authenticity of the certificates of the promoted officials.
A group of ICDS employees said that the seniority list of graduate Integrated Child Development Services (ICDS) workers was formed without going through the original documents of the candidates.
They said that around 10 workers from the district which includes four from Bijbehara block were part of the list who either posess fake certificates or have shown pursued degree during the service.
“How it is possible that one while in service has pursued degree that too in regular mode without obtaining any education leave from the University that is outside Jammu and Kashmir,” they said.
The employees alleged that officials without going through the documents of the candidates forwarded the list of seniors to the higher ups which was later approved.
“Since four years officials claim that they have been verify the documents of the candidates but nothing is being done on the ground,” they said.
“Employees who deserve promotion are suffering as their promotion has been kept withheld since four years,” they said.
“It seems something is fishy, that is why officials are taking so much time. There should be an investigation into the matter to find out if there is an involvement of officials in the case,” employees said.
“These employees are showing that they pursued graduation in Hindi when their medium of instruction till intermediate was English,” they said.
CDPO Bijbehara, Maimoona Akhter said that promotion process is not in their jurisdiction and verification is to be conducted by the promoting authority.
“In selection, there is committee which includes District Programme Officer and Director ICDS and it is their duty to verify the documents after which selection is done,” she said, adding that four verification has been done already in this regard but she isn’t aware about the fate of the certificate verification.
“Now committee has written to concerned CDPO’s to verify the matter and I have also received information about four to five candidates to verify their degree certificates,” she said. “We are waiting for the response of the University to verify the certificates,” she added.
Maimoona said that after universities will reply, concerned committee will decide the further course of action.
District Programme Officer Anantnag said that he has joined recently and promotion is in jurisdiction of Mission Directorate ICDS.
Meanwhile, Mission Director ICDS Rubina Kousar said that it is an administrative issue and verification process is going on and will be completed soon.
