Eid-ul-Adha in Kashmir: A festive blend of faith, culture, community spirit

The government’s announcement to enhance the ex-gratia relief under the Security Related Expenditure (SRE) scheme for civilians and government employees affected by violence or civil commotion is a commendable and much-needed initiative. This move, which provides additional financial compensation beyond Rs 5 lakh already granted under the Central Scheme for Assistance to civilian victims of terrorist violence, is both timely and humane. Jammu and Kashmir has, for decades, borne the brunt of terrorism and cross-border shelling. Civilians and government employees—often working in high-risk conditions—have been the silent sufferers. By increasing the financial support extended to victims or their families in cases of death, permanent disability or injury, the government is not merely offering compensation, but acknowledging the deep personal and social costs borne by these individuals. Importantly, this enhancement serves multiple purposes. It provides a stronger safety net for victims’ families, many of whom are left without a breadwinner or face long-term health and financial struggles. It also sends a powerful message of empathy and recognition from the state. Knowing that their sacrifices are valued and that their families will not be abandoned can boost morale and instill a greater sense of trust in public service. However, financial compensation alone cannot undo the trauma and disruption caused by violence. The enhanced ex-gratia should be seen as one component of a broader support system. Moreover, prompt disbursement and transparency in processing such relief must be ensured to prevent bureaucratic delays and grievances. The government’s decision to enhance SRE-based ex-gratia relief is a laudable step that affirms the dignity and value of human life.
