Promotion of Headmasters as ZEOs to take some time: SED

Srinagar, May 11: The School Education Department has said that it may take some time to promote Headmasters as Zonal Education Officers (ZEOs) and has subsequently assigned the look-after charge to the officers from the feeding service.
The Principal Secretary, School Education Department B K Singh has said, “A reasonable number of ZEOs and equivalent posts are vacant in UT of Jammu and Kashmir, which could hamper the academics in the institutions in bulk.”
“It is imperative to fill up these vacancies on stop gap arrangement to monitor and supervise the academics at the elementary level,” Singh said.
He further said, “Conducting of DPC for promotion of Headmasters as ZEOs may take some time, it has been considered appropriate to fill up these vacant posts by assigning the charge to the Officers from the feeding service strictly on the basis of seniority on look after basis.”
“Keeping in view the administrative exigency and without prejudice to the seniority of others and subject to any pending writ petitions in any court of Law, 45 headmasters are assigned the look after charge of ZEOs and equivalent as shown against each for a period of six months or till these posts are filled up on regular basis, whichever is earlier,” Singh said.
He said that the officers shall exercise as Drawing and Disbursing Powers in addition to their Administrative Powers
“The officers shall report to the concerned CEOs within 21 days from the date of issuance of the order and in case of failure to join within the stipulated period, placement shall be deemed to have been cancelled ab-initio without any further notice,” he said.
Singh said that the Officers shall get promotion benefits as per their seniority; eligibility and fulfillment of other conditions required in DPC, PSC and after getting clearance from GAD (vigilance) and in case of adverse report is received from ACB, the respective officer shall have no right to claim their placement as ZEO and equivalent.
“The officer shall submit an undertaking to the concerned CEO stating that in case their service particulars, academic credentials are found fake, forged, tempered or issued by an un-recognized university or the course is proved un-recognized at any stage, they shall have no claim on the placement and shall be cancelled ab-initio without any further notice,” Singh said in an order.
