Srinagar, Jun 5: The proposal for induction of local police officers from Jammu & Kashmir into the prestigious Indian Police Service (IPS) is gathering dust over the past one year, with different stakeholders seeking intervention of Lieutenant Governor Manoj Sinha and Chief Secretary Arun Kumar Mehta in the matter.
Sources said that the Jammu and Kashmir administration had submitted a detailed proposal to the Union Public Service Commission(UPSC) in May last year for filling 28 out of 41 vacancies of promotion quota of the prestigious service.
“But the proposal has not been cleared yet by the UPSC,” they said, adding that the administration of Jammu & Kashmir has responded to clarifications sought by the Commission over it.
The delay in clearance of the proposal has triggered concern among different stakeholders, who have urged the J&K administration to push for filling the vacancies.
“We appeal LG Manoj Sinha and CS Arun Kumar Mehta to intervene in the matter. The induction will boost morale of local officers who have been at the forefront of tackling law and order situations in J&K during the past three decades,” they said.
It is worthwhile to mention that the J & K government had submitted the proposal to UPSC and MHA in May last year after MHA determined 28 vacancies.
The proposal was mooted to fill vacancies of 2010, 2011, 2012 and 2013. The MHA had determined eight vacancies for 2010, three for 2011, eight for 2012 and 09 for 2013.
Later, MHA had also determined 13 vacancies for the period between 2014 to 2019.
The Ministry had communicated to J&K administration that seven vacancies were determined for 2018 and one each for 2017 and 2019
The process of filling vacancies of the promotion quota came to halt from 2010 due to different issues including seniority dispute and litigation.
