Srinagar, May 1: Jammu and Kashmir School Education Department has accorded sanction to the temporary placement of 35 Junior Assistants as in-charge senior assistants.
The promotion has been ordered in favour of those candidates who have qualified the Secretariat Assistant Training Course through the Public Service Commission.
As per the official order, the officials have been placed in their own pay and grade for a period of 114 months or till the available vacancies are filled upon a regular basis on the recommendations of Divisional Departmental Promotion Committee, whichever is earlier.
“The placement of these in-charge Senior Assistants shall be subject to certain explicit conditions which include the arrangement being temporary and not conferring any preferential right to hold the post on a substantive basis or claim placement as Senior Assistant, as and when the same is considered on a regular basis in accordance with the rules,” the order reads.
As per the order, the benefit of placement shall not be allowed in case of officials who are under suspension or whose suspension period is still undecided or against whom the departmental proceeding is presently pending or whose work and conduct may not be satisfactory.
“If any Junior Assistant is found to be not eligible for such placement on subsequent verification, their placement on the higher post shall be liable to be rescinded,” the order reads.
The department has instructed the CEOs to verify the particulars of the officials with reference to their original service records, selection lists, appointment and placement orders to ensure that there is no variation.
“The officials must necessarily be holding genuine appointments and uninterrupted service, and shall not fall in the category of fake, fraud, contractual appointment/migrant substitute, and are not subject to any criminal/VOK/departmental proceedings,” the order reads.
The CEOs have been asked to ensure that the junior assistants shall not have indulged in any immoral act.
“The DDOs where they have been working must furnish the said certificate authenticating the work and conduct of the said official who has remained during working as junior assistant,” the order reads.
