HED rationalizes major subjects in GDCs based on student enrollment

Srinagar, Jul 31: The Jammu and Kashmir government has taken a decision to rationalise the major subjects offered in colleges based on enrolment data.
The move, officials said is aimed at streamlining the education system and optimizing resources in the degree colleges.
Notably, the decision comes in the wake of the introduction of the National Education Policy (NEP) 2020 and its subsequent implementation in the academic year 2022, which saw the introduction of First Year Undergraduate (FYUG) programs in all degree colleges.
In this regard, the nodal principal of Degree Colleges in Kashmir division has written to the principals of Government Degree Colleges (GDCs) of Kashmir division to direct the concerned admission conveners to visit the seat matrix portal.
“Directions have been passed by the department to the Digital Initiative Cell to open the seat matrix portal for necessary amendments,” the official communication reads.
According to the data shared by degree colleges with the Higher Education Department (HED) it has been observed that certain major subjects had an alarmingly low enrollment rate.
“In some cases, colleges had to conduct classes for a meager class strength of only 3 to 10 students,” the official document reads.
The move raised concerns as these students progress to higher semesters, and the number of major-based courses increases.
To address this issue and ensure an efficient and effective education system, the Higher Education Department initiated a major subject rationalization process based on previous student enrollment data.
“As a result, certain subjects have been withdrawn as major offerings for fresh admissions in the academic session 2023-24,” the official document reads.
The document reads that the subjects withdrawn as majors in individual colleges will still be available as minor and multidisciplinary courses for enrolled students during the session 2023-24.
“This step aims to provide students with alternative learning opportunities and avoid any adverse impact on their academic journeys,” the document reads.
To further streamline the admission process and optimize seat allocation, the government has directed colleges to populate the seat matrix with an intake of 80 students or in multiples of 80, based on the overall intake of the college.
“This approach will facilitate better planning and resource management in colleges,” the document reads.
In light of this, the college authorities have been asked to direct their admission conveners to visit the designated seat matrix portal and make the necessary amendments as per the directions of the HED.
“The Digital Initiative Cell has been tasked with opening the seat matrix portal for the required changes,” the communication reads.
A top official said the move initiated by the HED aims to create a more balanced and robust education system that caters to the needs and interests of students while ensuring the optimal utilization of resources in colleges across the Kashmir Division.
