J&K Govt approves construction of Primary Health Centre in Kullan Ganderbal

Srinagar, Dec 21: The Jammu and Kashmir government has granted administrative approval for the construction of a Primary Health Centre (PHC) at Kullan in Ganderbal, under the Union Territory’s Capex Budget. The Phase-I project, which focuses on the balance and repair work of the facility, has been allocated Rs 4.82 crore.
The approval, issued under Rule 144 of the General Financial Rules (GFR) 2017, mandates adherence to technical specifications and codal formalities. The project is required to be completed by March 2028, subject to the availability of funds.
To ensure transparency, the government has called for proper documentation, including photographic evidence at each stage of construction. Utilisation certificates must be submitted as per the prescribed format to maintain accountability throughout the project.
This major infrastructure initiative is expected to enhance healthcare services in the region, benefiting the local community and contributing to the overall healthcare development in Ganderbal.
MLA Kangan, Mian Mehar Ali expresses gratitude
In an official statement, MLA Kangan Mian Mehar Ali expressed his gratitude after the Jammu and Kashmir government granted administrative approval for the long-awaited PHC project at Kullan. He said the project had been delayed for several years due to a lack of funds but would now resume under the newly granted approval.
“I am delighted to share that one of my dream projects, which had been stalled for years, has received administrative approval today. The construction of the PHC at Kullan, which had languished for funds, will soon be underway,” Ali said.
The MLA credited his efforts, including raising the issue during a review meeting chaired by Chief Minister Omar Abdullah on November 9, 2024, where immediate directions were given to concerned officers. The project has now gained momentum thanks to the prompt actions of the Chief Minister and relevant authorities.
“I express my heartfelt gratitude to the Chief Minister, the Minister for Health and Medical Education, and the Secretary and Director of Health Services Kashmir, for their timely intervention and support,” Mehar added.
The construction of the PHC at Kullan is expected to improve healthcare services in the area, offering much-needed relief to the local population. The MLA reassured the residents that the project would make a lasting positive impact on the community’s health infrastructure.
