Jammu and Kashmir as a Union Territory is all set to witness the maiden budget session while the elected government led by the Chief Minister Omar Abdullah has been keen to get all the stakeholders on board to ensure inclusive governance under his leadership. For the three straight days, the Chief Minister has held a series of meetings in Jammu and Kashmir and spoke with a number of stakeholders and sought their suggestions days ahead of the budget session. The process, which involves engaging stakeholders from various sectors of society, marks a significant step towards ensuring that the concerns and aspirations of the region’s people are effectively addressed in the upcoming fiscal policy. For decades, Jammu and Kashmir’s unique political and social landscape has made it distinct from the rest of India. The long-standing political uncertainty, regional disparities, and socio-economic challenges have often made the task of governance in the region complex. Now, as the Union Territory embarks on a new chapter following the reorganization in 2019, the pre-budget consultations come as a much-needed opportunity to ensure a transparent, inclusive, and region-specific approach to development. For Jammu and Kashmir, this consultative process can do more than just define a set of financial priorities. It also creates an avenue for local empowerment. The people of the region are not just passive recipients of the government’s policies but active contributors to the decision-making process. When local representatives and regional experts have a seat at the table, it fosters a sense of ownership and trust in the governance system. The pre-budget consultations represent an important step in ensuring that Jammu and Kashmir’s development is guided by the voices of its people. These consultations are not only about shaping the next budget; they are about shaping the future of the region—one that is inclusive, responsive, and equitable. If handled correctly, this initiative could set a powerful precedent for future governance, both in Jammu and Kashmir and across the nation.
