Chief Secretary reviews progress on PM Gati Shakti implementation

Srinagar, Jun 2: Chief Secretary Jammu and Kashmir, Atul Dulloo, Monday chaired a high level meeting to review progress on PM Gati Shakti (PMGS), National Master Plan implementation at Civil Secretariat here.
The meeting focused on assessing the progress, identifying challenges and enhancing the coordination among various departments and stakeholders under the PM Gati Shakti initiative.
The Chief Secretary said that PM Gati Shakti aims to revolutionise the infrastructure development by breaking departmental silos and ensuring synchronised planning among the multiple agencies.
He emphasised that the initiative aligns with the vision of ‘One Nation, One Master Plan’, aiming to reduce logistics costs, improve multi-modal connectivity and enable last-mile infrastructure access across the Union Territory.
The meeting was informed that 624 individual data layers have been integrated making J&K one of the top 3 performing states/UTs. It was added that 39 UT departments have been onboarded on the Gati Shakti portal. Besides, 50 strategic projects valued at over Rs. 3,000 crore have been deliberated through 16 TSU and NPG meetings. He directed the Industries and Revenue departments to play a pivotal role in adding layers to the portal and ensure inclusion of layers from the social sectors.
The officers were directed to replicate best practices from top performing districts of other states for more effective and tangible results.
The Chief Secretary was informed that over 100 capacity-building sessions have been conducted across the departments while 23 planning tools and a robust Maker-Checker-Approver mechanism has been implemented. Besides, extensive mapping of over 23,000 schools, 26,000+ Anganwadi centers and all 6,000+ Fair Price Shops has been done on the portal.
The Chief Secretary reiterated the importance of adopting an Area Development Approach to infrastructure planning. He said under this model, a defined region is targeted for integrated development in logistics, economic activity, tourism, social services and governance.
The PM Gati Shakti portal is being leveraged to enhance the operational efficiency for defence logistics while ensuring optimal utilisation of civilian infrastructure.
The meeting also highlighted the significant efforts in training nodal officers, establishing district-level GIS cells and integrating digital surveys and indigenous technologies for infrastructure planning and execution.
The Chief Secretary called for expediting mapping of remaining assets, besides adding layers. He emphasised on leveraging the PMGS portal for project planning and monitoring besides strengthening the inter-departmental coordination for timely clearances and coordination.
The Chief Secretary lauded the progress made under the PM Gati Shakti initiative and emphasized its transformative potential in enhancing logistics, infrastructure and governance across Jammu and Kashmir. He assured continued support from the administration in further streamlining and accelerating implementation efforts.
The meeting was attended by the Administrative Secretaries and other concerned.
