In a bold and timely move, the Jammu and Kashmir administration has launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), a focused initiative aimed at transforming the lives of the tribal population across the Union Territory. For far too long, tribal communities in Jammu and Kashmir—particularly Gujjars, Bakarwals, Gaddis, and Sippis have remained on the margins of growth, inhabiting some of the most remote and underserved parts of the Union Territory. Despite constitutional guarantees and periodic welfare measures, these groups have faced persistent neglect, especially in access to basic services such as education, healthcare, housing, and livelihood opportunities. DAJGUA represents a decisive departure from tokenism and signals a shift toward integrated, inclusive development. At the heart of this initiative is a comprehensive village-level action plan that aims to uplift over 400 tribal villages through a convergence of welfare schemes. What sets DAJGUA apart is not just the scale but the structured, data-driven, and participatory approach, each selected village undergoes a baseline assessment, followed by time-bound development goals focused on 11 key sectors including drinking water, sanitation, roads, electricity, digital access, education, healthcare and livelihood. Among the most significant aspects of the campaign is its emphasis on last-mile delivery. Tribal populations, often living in difficult terrains and seasonal migration patterns, are among the hardest to reach. By adopting a saturation model—ensuring 100% coverage of benefits in each target village—DAJGUA is helping bridge the chronic delivery gaps that have plagued tribal regions for decades. Additionally, the campaign holds immense symbolic value. By naming the initiative after ‘Dharti Aaba’ Birsa Munda, it acknowledges the historic struggle of tribal communities for land, dignity and justice. This not only reinforces cultural identity but also deepens the sense of ownership and participation among tribal beneficiaries.
