New Delhi, Aug 1: Jammu & Kashmir and Ladakh together have over 3.8 lakh pending cases across various courts, according to the latest government data presented in the Parliament.
As per the Ministry of Law and Justice written reply to Lok Sabha on August 1, 2025, there are 3,35,513 cases pending in the district and subordinate courts of Jammu and Kashmir, while 1,417 cases are pending in the courts of Ladakh.
In Jammu & Kashmir and Ladakh High Court, a total of 45,296 cases remain pending as of July 28, 2025.
In its response, the government said that it is cognizant of the issue of case pendency at various levels of the judiciary. While the disposal of cases lies within the purview of the judiciary, the Government said it remains committed to strengthening the justice delivery system by providing necessary resources, infrastructural support and policy interventions.
To address delays and facilitate faster disposal of cases, the Government cited several initiatives under Article 21 of the Constitution. These include the establishment of the National Mission for Justice Delivery and Legal Reforms in August 2011, which focuses on reducing delays and enhancing accountability in judicial administration.
The Mission promotes structural changes, computerization, increased judge strength and re-engineering of court procedures.
Additionally, under the Centrally Sponsored Scheme for Development of Judicial Infrastructure, funds are being provided to States and UTs for the construction of court halls, residential quarters for judges, lawyers’ halls, toilet complexes and digital rooms.
As of June 30, 2025, a total of Rs 12,101.89 crore has been released under this scheme since its inception in 1993–94. The number of court halls has increased from 15,818 in 2014 to 22,372. (KNO)
