As Jammu and Kashmir (J&K) accelerates its journey towards digital transformation, it faces an urgent need to secure its cyberspace against evolving threats. With increased dependence on digital platforms for governance, healthcare, education and finance, the vulnerability to cyberattacks has risen dramatically. A comprehensive Cyber Security Action Plan is now essential to protect the Union Territory’s critical digital infrastructure and ensure citizen safety. Cyber threats, ranging from phishing and data breaches to ransomware and infrastructure sabotage, are becoming more frequent and sophisticated. J&K, given its strategic importance, must build a resilient digital ecosystem capable of preventing, detecting and responding to such attacks. Key to this is the establishment of a dedicated Cyber Security Coordination Centre (CSCC) to oversee cyber governance and coordinate with national agencies. Protection of Critical Information Infrastructure (CII) must be prioritized, with regular security audits and threat monitoring. Equally important is capacity building. Cybersecurity training for government employees, creation of cybersecurity labs in universities, and skill development programs will ensure a strong defense workforce. A dedicated Cyber Emergency Response Team (CERT-JK) should be operational 24×7 for incident handling. Public awareness is another pillar. A targeted, multilingual campaign must educate citizens about digital safety and reporting mechanisms. Furthermore, partnerships with private cybersecurity firms can bring innovation and agility to government systems. To make these initiatives effective, the legal and policy framework must be updated, ensuring accountability and clear data protection norms. Cybersecurity is no longer optional, it’s critical for stability, governance and public trust. J&K must act swiftly to safeguard its digital assets and emerge as a secure, digitally empowered region.
