Bridge gaps for real impact

Agriculture is the lifeline of Jammu & Kashmir’s economy and the Holistic Agriculture Development Programme (HADP), supported through Centrally Sponsored Schemes (CSSs) and UT-level initiatives, holds significant promise for transforming the sector. Yet, a growing gap between targets and actual achievements in these schemes, especially by the Agriculture and Sericulture departments in Kashmir, raises pressing concerns. Despite ambitious goals, delays in implementation, under-utilisation of funds, and weak ground-level monitoring continue to undermine progress. Schemes aimed at improving crop diversification, irrigation, organic farming, and silk production often fail to make a tangible difference due to bureaucratic bottlenecks and poor outreach. To bridge this gap, it is crucial to strengthen planning-to-execution frameworks, ensure timely fund disbursement, and make field officers accountable for measurable results. Real-time monitoring, periodic audits, and direct feedback from farmers must be institutionalised. The Sericulture sector, in particular, requires focused attention. With its potential to create rural employment, especially for women, it should not be sidelined due to administrative neglect. Schemes under HADP to revive Kashmir’s once-flourishing silk industry must be rolled out swiftly and effectively. Equally important is improving awareness among farmers. Many remain unaware of existing schemes or how to benefit from them. Localised awareness campaigns, digital outreach, and grassroots-level engagement are vital to bridge this communication gap. HADP is a vision rooted in sustainability and rural prosperity. But for it to succeed, the departments must move beyond paperwork and demonstrate delivery on the ground. It’s time to translate schemes into success stories for the sake of the farming community and the region’s economic future.
