Approves multiple cases under HADP, JKCIP, ISDS, IDDS

Budgam, Dec 13: Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-ud-Din Bhat, Saturday chaired a District Level Implementation Committee (DLIC) meeting regarding the Holistic Agriculture Development Programme (HADP), Jammu & Kashmir Competitiveness Improvement in Agriculture and Allied Sectors Project (JKCIP), Integrated Sheep Development Scheme (ISDS), and Integrated Dairy Development Scheme (IDDS) at the New Conference Hall, DC Office Complex, Budgam.
The meeting was convened to review the implementation of key agriculture and allied sector schemes, evaluate pending applications, and approve eligible projects received from various agriculture and allied departments.
During the session, the DC approved 906 new cases under HADP, bringing the total number of approved cases under the programme to 25,801, including 24,895 cases approved earlier. Under JKCIP, the District Level Committee (DLC) sanctioned 780 new cases, raising the cumulative total to 2,133 approved projects across Budgam district. Similarly, under the Integrated Sheep Development Scheme (ISDS), 140 cases were approved, taking the cumulative total to 544, while 47 new cases under Integrated Dairy Development Scheme (IDDS) were sanctioned, raising total approvals to 186.
Speaking in the meeting, the DC emphasised that agriculture and allied sectors continue to be the backbone of Budgam’s rural economy.
He highlighted that these government interventions provide direct livelihood support, facilitate adoption of modern technology, strengthen value chains, and enhance market competitiveness for farmers, youth, and livestock rearers.
He noted that effective utilization of these schemes is crucial for sustainable growth, rural prosperity, and employment generation.
The DC directed all concerned officers to ensure timely implementation of sanctioned projects, provide handholding support to beneficiaries, and maintain close coordination to ensure transparency and efficiency at every stage. He stressed that every project should be executed on the ground without delays, maintaining strict adherence to guidelines and quality standards.
Highlighting Budgam’s potential in horticulture, livestock, fisheries, and dairy sectors, the DC observed that tapping these resources effectively can significantly transform the district’s socio-economic landscape.
He called for enhanced public outreach and awareness campaigns to ensure maximum participation of farmers and youth in these initiatives.
The DC also stressed the proper usage of the Kisan Dashboard (Kisan Dash Portal) as a critical tool for monitoring project implementation, tracking beneficiary data, and ensuring real-time updates of ongoing and completed works. He directed officers to regularly update the portal, accurately document progress, and use the dashboard for data-driven decision-making.
He further advised that training and capacity-building sessions should be organized for field officers and stakeholders to maximize the portal’s effectiveness.
He urged that youth and farmers should be encouraged to adopt innovative practices, leverage technology, and participate actively in sectoral development, while promoting environmentally conscious farming methods, efficient water use, organic manures, and crop diversification to improve productivity in agriculture and allied sectors across District.
The meeting was attended by CPO, ACP, CAO, CAHO, CHO, DSHO, DSO, AMO, AD Fisheries, representatives from NABARD, LDM Budgam, DFO Budgam, HPM, PO KVK, and other concerned officers.
