Jammu, Dec 30: In a significant move towards strengthening transparency, efficiency and citizen-centric governance, the Administrative Reforms, Inspections & Trainings Department (ARI & Trainings) Tuesday organised a special programme to mark the launch of key administrative initiatives aimed at modernising public service delivery in the Union Territory of Jammu and Kashmir.
The event was presided over by the Chief Secretary, Jammu and Kashmir, Atal Dulloo, and was attended by several Administrative Secretaries and senior officers. On the occasion, the Chief Secretary formally launched the Online Service for Issuance of No Demand Certificates (NDCs) pertaining to Educational Loans.
The newly introduced digital service has been designed to simplify and expedite the process for retiring government employees seeking No Demand Certificates from the concerned departments. By eliminating manual procedures, the initiative is expected to significantly reduce delays, enhance accountability and ensure greater ease of access for beneficiaries.
Speaking on the occasion, the Chief Secretary underscored the importance of undertaking further administrative reforms to eliminate redundant and time-consuming processes. He emphasised that the adoption of digital platforms across departments would substantially reduce turnaround time and improve the overall quality of service delivery to citizens.
During the event, the Chief Secretary also unveiled the Jammu and Kashmir Government Annual Calendar–2026, which outlines important official events, observances and milestones for the forthcoming year. The calendar depicts significant events, projects and holidays, presented month-wise for ease of reference.
Further strengthening the reform agenda, the Handbook on Administrative Reforms was also released on the occasion. The handbook serves as a comprehensive reference document highlighting best practices, reform initiatives and procedural improvements undertaken by the government to enhance efficiency, transparency and responsiveness in public administration.
The event as detailed by the Commissioner Secretary, ARI & Trainings Department, Shabnam Shah Kamili, highlighted the pivotal role played by the department in driving governance reforms and capacity building across the UT. She elaborated on the utility and impact of the initiatives launched and lauded the guidance and leadership of the Chief Secretary in steering the department towards consistent success.
She further stated that the initiatives launched today mark another important milestone in the ongoing efforts of the government to modernise administration, promote good governance and deliver services in a more effective, transparent and citizen-friendly manner.
