Jammu, Jan 16: Chief Secretary, Atal Dulloo, Friday took a first-hand appraisal of the online Departmental Promotion Committee (DPC) portal being developed by the ARI & Trainings Department to ensure timely conduct of DPCs for government employees.
During the review meeting, the Chief Secretary took note of the progress achieved so far and appreciated the efforts of the department. He emphasized that the entire process should be made strictly time-bound, with each stage completed within the prescribed timelines.
The Chief Secretary underscored the significance of the online DPC portal for government employees, stating that the initiative would ensure timely conduct of DPCs, bring greater transparency, and eliminate procedural delays that often affect career progression of these employees.
He emphasized that a fully digital, time-bound system would not only enhance efficiency and accountability but also provide ease to employees by doing away with physical files and repetitive processes, thereby ensuring fair, predictable, and timely promotions across departments.
Commissioner Secretary, ARI & Trainings Department, Shabnam Shah Kamili, briefed the meeting on the progress made in developing the portal for conducting DPCs for both Gazetted vacancies through the J&K Public Service Commission (JKPSC) and Non-Gazetted vacancies through their respective Heads of Departments.
She informed that the platform is being integrated with the Human Resource Management System (HRMS) portal and e-Office to make the process completely end-to-end digital. The portal will also be integrated with the online Vigilance Clearance system to further enhance efficiency and transparency.
It was informed that detailed workflows have been finalized for all Gazetted DPCs routed through the JKPSC and concerned Administrative Departments, as well as for various cadres of Non-Gazetted employees.
A live demonstration of the portal was also given to the Chief Secretary, showcasing the defined processes and timelines. The portal provides for online uploading of all supporting documents, including seniority lists, recruitment rules, agendas, vigilance clearances, integrity certificates, work and conduct reports, and other requisite documents—eliminating the need for physical files.
The initiative aims to ensure timely career progression of employees while significantly enhancing ease, efficiency, and transparency in the DPC process.
