Jammu and Kashmir has been witnessing a transition & economic pressure and thus simultaneously the institutions like Child Care Institutions and Senior Citizens Homes have become more relevant. However, providing a safe, caring and dignified environment for those living in these institutions is a moral and constitutional responsibility. These institutions, especially in Jammu & Kashmir are meant to be places of protection and healing for the most vulnerable sections of society. The inhabitants of these institutions don’t just need a rooftop over them, but safety, empathy, respect and dignity. The children in care institutions may have been orphaned, trafficked, abused or pushed into labour. Senior citizens in old-age homes frequently carry the weight of loneliness, illness and emotional neglect. Their shared need is not just a roof over their heads, but safety, empathy, respect and dignity. Ensuring this begins with strict adherence to established standards for infrastructure, hygiene, nutrition and healthcare. Equally important is the presence of trained and sensitised staff who understand trauma, mental health needs and age-specific care. Regular inspections, social audits and transparent grievance redressal mechanisms must be institutionalised to prevent abuse, negligence or exploitation. However, such care should never feel like confinement. Education, recreation, counselling and opportunities for skill development must be integral, especially for children and women, to help them rebuild confidence and prepare for independent lives. For senior citizens, companionship, medical attention and emotional support are essential to ensure their twilight years are lived with self-worth. Civil society, community volunteers and local bodies also have a crucial role to play. Their engagement can bring accountability, warmth and a human touch that policies alone cannot provide. Ultimately, the way a society treats those who depend entirely on its care reflects its collective conscience. Jammu and Kashmir must ensure that its care institutions truly live up to their purpose, offering safety, compassion and dignity to every resident.
