KPDCL regularizes eligible PDL, TDL workers in Kashmir

Srinagar, Apr 9: The regularization of all eligible PDL (Power Development Labour) and TDL (Temporary Daily Labour) workers of the Power Development Department in Kashmir province has been completed, marking the culmination of a prolonged struggle by workers seeking job security.
The development was announced by worker representatives, who described the move as a significant step toward addressing long-standing employment concerns of casual laborers engaged in the power sector.
The decision brings relief to a large number of workers who had been working on a temporary or daily wage basis for years without formal employment status. Their regularization is expected to provide job stability, financial security, and access to service benefits.
Worker representatives credited the outcome to sustained efforts and advocacy over an extended period. “Regularization of all eligible PDL and TDL workers has successfully taken place after a harsh struggle,” a statement said, acknowledging the collective efforts behind the development.
They also expressed gratitude to key officials and stakeholders involved in facilitating the process. Among those acknowledged were Managing Director KPDCL Mahmood Ahmad Shah, Chief Engineer Distribution KPDCL Er. Nisar Ahmad Lone, President JKEEGA Er. Peerzada Hidayatullah, and Chairman JK PDL TDL Irfan Kawa.
The Power Development Department in Kashmir has long relied on PDL and TDL workers for maintenance and field operations, particularly in challenging terrains and during adverse weather conditions. However, many of these workers had been seeking formal recognition and regular employment status for years.
The move is expected to strengthen the workforce of the Kashmir Power Distribution Corporation Limited by integrating experienced field staff into the formal system, potentially improving service delivery and operational efficiency.
Officials have not disclosed the exact number of workers regularized or the financial implications of the decision. Further administrative details regarding the implementation process are also awaited.
The development is likely to be viewed as a key administrative step in addressing workforce-related issues within the region’s power sector, which has faced periodic challenges related to infrastructure, manpower, and service reliability. [KNT]
