The steady industrial push in Jammu and Kashmir under the New Central Sector Scheme (NCSS), 2021 reflects an important shift in the region’s economic trajectory. The release of Rs 648.51 crore for 2,929 claims by December 2025 signals that the Centre’s industrial outreach is moving beyond announcements into actual financial support. At a time when employment generation and private investment remain critical challenges in the Union Territory, such figures indicate growing institutional focus on creating an investment-friendly ecosystem. The NCSS, backed by a massive outlay of Rs 28,400 crore, was envisioned as a catalyst to attract industries, generate jobs and reduce regional economic disparities. The registration of 918 industrial units from 2,346 applications suggests that entrepreneurial interest exists and investors are willing to explore opportunities in Jammu and Kashmir despite longstanding structural challenges. Improved connectivity, policy incentives and administrative support appear to be contributing to this gradual confidence-building process. However, the numbers also reveal that the scheme is still in its early stages. A substantial gap remains between applications received and units approved, pointing towards procedural bottlenecks, scrutiny delays or compliance-related hurdles. For the policy to achieve its intended impact, authorities must ensure faster clearances, transparent implementation and timely release of incentives. Industrialisation cannot thrive solely on financial announcements; it requires reliable infrastructure, uninterrupted power supply, skilled manpower and long-term policy stability. The larger significance of the NCSS lies not merely in investment figures but in its potential to reshape Jammu and Kashmir’s economic landscape. Sustainable industrial growth can create employment avenues for youth, reduce dependence on government jobs and strengthen regional economic resilience. The momentum generated so far must now translate into durable industrial expansion on the ground.
