Digitization key to transparency

The ongoing digitization and modernization of land records in Jammu and Kashmir marks a significant step towards transparent and accountable governance. The recent review chaired by Chief Secretary Atal Dulloo reflects the administration’s recognition that accurate land records are no longer merely a revenue concern, but the foundation of efficient public service delivery and rural economic empowerment. For decades, outdated and poorly maintained land records have created difficulties for citizens across Jammu and Kashmir. Farmers, landowners and beneficiaries of welfare schemes have often faced delays, disputes and bureaucratic hurdles due to inaccuracies in revenue documents. In many rural areas, lack of updated records has also restricted access to institutional credit, forcing small farmers to depend on informal lending channels. The government’s focus on integrating land records with initiatives like the Unified Lending Interface (ULI) and AgriStack is therefore both timely and necessary. Digital records can simplify access to agricultural loans, subsidies and crop-related benefits while reducing human intervention and opportunities for corruption. Faster mutation processes, online verification and transparent ownership records can significantly improve public confidence in the revenue administration. However, digitization alone cannot guarantee success. The exercise must ensure accuracy, regular updation and strong safeguards against data manipulation. Errors in digital records can create new disputes if proper verification mechanisms are not established. The administration must also ensure that rural populations, particularly elderly citizens and marginal farmers, are assisted in accessing these digital services without difficulty. Modern land governance is essential for economic growth, investment and social justice. Jammu and Kashmir’s push towards technology-driven revenue administration has the potential to transform governance at the grassroots level. What is now required is sustained monitoring, accountability and people-centric implementation to ensure that the benefits of this reform reach every citizen fairly and effectively.
