The Jammu and Kashmir government’s decision to revive the Jammu & Kashmir Overseas Employment Corporation Limited (JKOECL) marks a timely shift from viewing overseas employment as a matter of migration to treating it as an avenue for economic growth and human capital development. With unemployment continuing to challenge educated youth, a structured and credible overseas employment ecosystem can open new pathways to prosperity while enhancing the region’s skilled workforce. The proposed roadmap is comprehensive. A dedicated digital employment portal, partnerships with licensed recruiting agencies, foreign language training, internationally recognised certifications, pre-departure orientation, counselling and post-placement support together promise a transparent and professional framework. Such an institutional mechanism can protect job seekers from fraudulent agents while ensuring that overseas recruitment follows legal and ethical standards. Equally significant is the emphasis on aligning skill development with international labour market requirements. Countries across Europe, the Gulf and East Asia continue to seek trained professionals in healthcare, construction, hospitality, information technology, logistics and skilled trades. Jammu and Kashmir possesses a young workforce with immense potential, but it must be equipped with globally accepted skills, certifications and communication abilities to compete successfully. Learning from successful models developed by states such as Kerala and Tamil Nadu is a pragmatic approach. Their experience demonstrates that dedicated overseas employment institutions can generate substantial remittances, improve household incomes and strengthen local economies. Reviving JKOECL should therefore become more than an administrative exercise. It must evolve into a long-term strategy that prepares Jammu and Kashmir’s youth for global careers through quality skilling, ethical recruitment and sustained institutional support.
