Examining uniform framework for regularisation of temporary, daily-rated workers: Govt

Srinagar, Sep 21: The Jammu and Kashmir Government on Monday informed the House that it is examining a uniform framework for the regularisation of temporary workers, including daily-rated workers, casual and seasonal labourers, and other contractual and need-based employees engaged across departments.
In a written response to a question raised by MLA Irfan Hafiz Lone, the government, said the matter is being examined by a committee constituted through Government Order No. 384-JK(GAD) of 2025 dated March 19, 2025.
The committee has been tasked with examining the humanitarian, legal and financial aspects of the regularisation of such workers, the government said, adding that it is also reviewing the varying terms and conditions under which different categories of workers were engaged over time.
The government said any proposed policy would have to conform to applicable statutory provisions, the prevailing legal position and the prescribed recruitment framework, while also taking into account the financial implications.
It said the committee is undertaking a comprehensive exercise to formulate a framework that is legally enforceable and administratively implementable across departments.
The government added that consultations with the concerned departments and an examination of the issue from administrative, legal and financial perspectives are required before a final policy decision can be taken.
On the committee’s report, the government said the matter remains under examination and that a considered decision will be taken after the exercise is completed and requisite inputs are received from the concerned departments and authorities. (KNO)
