Srinagar, Apr 4: The Jammu and Kashmir National Conference on Monday said the lapse of 20 to 50 percent funds of the DDC, PRIs is a telling indictment of the government’s development claims in J&K.
This was said by the party State Spokesperson Imran Nabi Dar while taking a dig at the development claims of the incumbent JK and central government’s. “Jammu district which has Rs 86 crore worth Capex budget was able to utilize only 50-55 percent of it during the just ended financial year of 2021-22. Rest of the budget has lapsed as there has been no provision to carry forward one financial year’s budget to another. The figures in other districts across JK are not any better,” he said.
He said the party has all along been saying that the projected development is only visible on Social Media hashtag and sponsored news. The ground realities, he said, are completely contrary to the government’s claims. “The figures that have come forth have confirmed our stand. The figures speak for themselves. We have been calling out the lies on development from day one. Bureaucracy is out of touch with people. Civil administration has taken a direct hit as a consequence of a new undemocratic project that is in place in Jammu and Kashmir. A change in the composition of the civil services after disbanding JK cadre has only deepened the administrative inertia in the region. The parachuted bureaucrats are at loss to understand the issues of the local populace. The incumbent unrelated administration has also failed to forge informal relationships with the people,” he said.
On the administration’s much flaunted ‘Naya Kashmir’, he said, “the touted change is not visible on ground in J&K. He stated that the Government has also lost sight of the predicaments suffered by the elected Panchs, Sarpanchs, and DDCs. “Airdropped bureaucracy is treating these elected representatives as having no value. There is growing anxiety among such grass root level elected representatives across Jammu and Kashmir. There is a groundswell of anger and despair found in such representatives. Most of them have been confined to hotel rooms,” Imran said.
