Srinagar, Jun 22: In a significant move, the Jammu & Kashmir government has directed all the deputy commissioners to convene meetings of district development coordination and monitoring committee (DISHA) regularly for efficient monitoring of different central government programmes/schemes.
The General Administration Department (GAD) has directed all the DCs to convene DISHA meetings regularly as per guidelines notified by the Union Ministry of Rural Development.
The GAD has issued the directive after a recent review undertaken by the Government of India revealed that DISHA meetings are not being conducted on regular basis in many districts of the States/Union territories. The matter has been viewed with concern by the authorities.
“Being an important step towards good governance, it is imperative that the meetings of the DISHA committees are held regularly in accordance with the guidelines issued by the Ministry of Rural Development, Department of Rural Development, Government of India, where inter-alia detailed discussions are held on the implementation of development programmes by involving all stakeholders,” reads the circular.
The DISHA committees are mandated to ensure that all programmes are implemented in accordance with their guidelines.
These committees are empowered to closely review the flow of funds including the funds allocated, funds released by both Centre and the State, utilization and unspent balances under each scheme.
