DC Srinagar directs depts to adopt Online mechanism in Public Service Delivery

Srinagar, Jul 6: To review the progress with regard to implementation of providing Public Services to Citizens through Online mode, a meeting of Officers of line Departments was held under the Chairmanship of the Deputy Commissioner Srinagar, Mohammad Aijaz Asad here today at Meeting Hall of the DC Office Complex.
The meeting was attended by Programme Officer, ICDS, Deputy Director Employment, Chief Planning Officer, Joint Commissioner SMC, Chief Planning Officer, Superintending Engineers, Hydraulic Circle Srinagar, Assistant Commissioner Revenue, , Chief Agriculture Officer, Chief Medical Officer, District Mineral Officer, District Social Welfare Officer and other officers from FCS&CA, Horticulture, Education, Labour, PCB, Legal Metrology, Urban Forestry, Tourism, Excise and other concerned Departments.
On the occasion, the Deputy Commissioner reviewed the preparedness and directed all the concerned Sectoral, Zonal Officers of the line Departments to completely switch over to online mode in processing of cases for the public services for better monitoring and transparency with feedback from citizens. He stressed that services which have been made online should not be provided through offline mode so that people are not compelled to visit Government Offices needlessly.
The DC said Nodal Officers & Officials designated by the line Departments would be responsible for online services offered by their respective Departments. He also directed that all concerned Nodal officers & officials shall submit daily based reports/details of applications received by their Departments for online public services.
The DC also enjoined upon the concerned to involve the CSCs and Khidmat Centres to further facilitate ease of services to the citizens.
While emphasising on launching robust IEC campaign by every Department to sensitize citizens & officials, the DC asked all the Departments to paste guideline posters & advertisements in the premises of respective offices so that people visiting there know about the public services being offered with set timelines.
On the occasion, the DC also asked for holding a daylong sensitization cum capacity building programme on Online Service Module, RAS and DIGILOCKER platforms for District Officers and their designated Nodal Officers & Officials on July 07 in the Meeting Hall of the DC Office Srinagar.
During the meeting, an interaction session was also held through virtual mode with consultants of the IT Department. On the occasion, the Officers present in the meeting raised some issues they are confronting while implementing schemes through online mode.
The meeting was informed that the issue regarding payment gateway will be resolved within a couple of days to ensure smooth implementation of online services involving financial inclusion.
The DC enjoined upon the Officers that providing public services through online mode be given top priority to ensure citizen friendly, transparent, accountable and prompt public delivery system in the District.
The DC said providing IT-enabled delivery of public services shall make the system prompt, efficient, and effective by reducing the physical interface and saving Public Timing.
