Govt constitutes four committees to monitor PM Kisan scheme in JK

Srinagar, Jul 22: Jammu and Kashmir Government on Friday constituted four committees including two UT level and two district level committees for monitoring of PM Kisaan scheme in Union Territory of J&K.
As per order issued by Principal Secretary to the government ,Manoj Kumar Dwivedi, the Administrative Secretary, Agriculture Production Department will chairperson of two UT level committees while as District Magistrate and Additional district magistrate will be chairpersons of District level monitoring committee and District level redressal committee respectively.
The order reads that the administrative Secretary, Agriculture Production Department will be Chairperson, Special Secretary to the Government, Agriculture Production Department (State Nodal Officer UT of Member Secretary J&K) member Secretary and Director, Agriculture Production Department Kashmir/Jammu, Assistant Commissioner (Central), Office of Divisional Commissioner (Jammu/Kashmir), Joint Director Extension, Agriculture Production Department, Kashmir/Jammu and representative of SLBC (concerned) will be members of the UT Level Review/Monitoring Committee.
“The terms of Reference of the committees are that the UT Level Monitoring Committee shall monitor PM-KISAN scheme as per the guidelines at the UT level and shall also guide and steer implementation and review progress of the scheme on a monthly basis,” he said. “District Development Commissioner (concerned) will be chairperson, Assistant Commissioner, Revenue (concerned), Assistant Commissioner, Development (concerned), District Agriculture Officer (Extension) (concerned) and Representative of Lead District Manager of DLBC (concerned) will be members and District Agriculture officer (Concerned) will be member Secretary of the District Level Review/Monitoring Committee(s).”
The terms of Reference of the committee are that it shall monitor PM-KISAN scheme as per guidelines at the district level and shall also guide and steer implementation and review progress of the scheme on a monthly basis.
“Administrative Secretary, Agriculture Production will be chairperson, Special Secretary to the Government, Agriculture Department Production Department (State Nodal Officer, UT of J&K) will be member secretary of the committee, Director, Agriculture Production Department Kashmir/Jammu and Representative of State Level Banking Committee (concerned) will be members while as Senior Most Regional Level SMS (Subject Matter Specialist), Kashmir/Jammu will be Executive-Member of the UT level grievance redressal committee,” the order adds.
It states that the terms of reference of the UT level Grievance Redressal Monitoring Committee will be to look into all grievances related to implementation of the scheme appropriate and take steps for their redressal within the frame work of guidelines.
“Furthermore Additional District Development Commissioner (concerned) will be chairperson, Chief Agriculture Officer (concerned) will be member secretary, District Panchayat Officer (concerned), District Officers (Extension) (concerned), Senior Most District Level SMS, District Lead Bank Manager or his representative concerned, Representative of Deputy Commissioner from Revenue Department and Representative of Deputy Commissioner from Rural Development Department will be members of District Level Grievance Redressal Committee(s),” the order reads, adding that the terms of Reference of the District level Grievance Redressal Monitoring Committee(s) shall look into grievances related to implementation of the scheme and take appropriate steps for their redressal within the frame work of guidelines and shall ensure submission of fortnightly reports to the UT level Grievance Redressal Monitoring Committee.”
