Srinagar, Oct 27: Rashmi Ranjan Swain, an IPS officer of 1991-batch, was appointed as head of Jammu & Kashmir Police on Friday.
The Union Home Ministry today appointed RR Swain, Special Director General, Criminal Investigation Department (CID), as Director General of Jammu & Kashmir Police. “With the approval of Competent Authority, R.R. Swain, IPS (AGMUT: 1991) presently posted as Special DG, CID, Jammu Kashmir will also function as in-charge Director General of Police, Jammu & Kashmir in addition to his existing charge with effect from 01.11.2023 and until further orders,” reads an order.
An officer of impeccable integrity, Swain has played a crucial role in breaking the backbone of separatism and militancy in Jammu & Kashmir after his return from central deputation in 2020.
Swain was the brain behind the formation of State Investigation Agency (SIA) in 2021 for speedy probe in terror cases.
As head of the intelligence wing of Jammu & Kashmir, Swain also played a key role in ensuring transparency and accountability in police.
An IPS officer of erstwhile J&K cadre, Swain has held crucial and sensitive postings in the UT.
He served as district police chief of Srinagar and Jammu- considered most sensitive postings in the UT-between 2001 to 2004. He also held positions of district police chief of Ramban, Poonch, and Leh.
He also served as Assistant Inspector General and Deputy Inspector General in the State Vigilance Organisation from 2004 to 2006.
Later, he proceeded on central deputation where he held key assignments including a foreign posting.
Swain has become 16th DGP of J&K police comprising over a lakh policemen.
The post of DGP was created in 1982 by the Jammu and Kashmir Government. Earlier, the State police was headed by an inspector general.
