Business Rules Committee to meet on Feb 4 to deliberate draft rules

Jammu, Jan 31: The Business Rules Committee of J&K Legislature will be meeting next week to deliberate draft rules which have been prepared for the functioning of the House.
The committee members are expected to deliberate on the draft rules during their upcoming meeting on February 4.
“If there is a consensus among the majority of the members at this meeting, the draft rules will be formally adopted and forwarded to the Lieutenant Governor Manoj Sinha for final approval,” officials said.
Headed by Rather, the Rules Committee comprised Mubarak Gul, ex-Speaker, Saifullah Mir, former Law Minister, Hasnain Masoodi, ex-MP and Retired High Court Judge, all from National Conference, Pawan Kumar Gupta, former Minister and Ranbir Singh Pathania, both BJP, MY Tarigami (CPM), Nizam-ud-Din Bhat (Congress) and Muzaffar Iqbal Khan (Independent-Thannamandi). Barring two BJP Members, all others are part of the NC alliance.
Sources said that after the Lieutenant Governor’s approval, the new rules will be implemented during the Budget Session of the Legislature, set to begin on March 3.
The introduction of these draft rules is a significant step towards streamlining legislative procedures and ensuring smoother functioning in the coming sessions.
The adoption of these rules is anticipated to improve the legislative process and enhance the efficiency of the House in conducting its business.
It is to be mentioned here that Lieutenant Governor Manoj Sinha has summoned the budget session of the Jammu and Kashmir Legislative Assembly starting from March 3.
This will be the first budget of Omar Abdullah’s government and after seven years an elected government will present the budget.
An order issued by the LG reads, “I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, in the exercise of the powers conferred upon me under Section 18(1) of the Jammu and Kashmir Reorganization Act, 2019, do hereby summon the Jammu and Kashmir Legislative Assembly to meet at Jammu on Monday, the 3rd day of March 2025 at 10:00 AM.”
Recently Omar Abdullah led a cabinet meeting had recommended the LG to summon the session in the first week of March.
“I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, under the provisions of Section 21(1) of the Jammu and Kashmir Reorganization Act, 2019, call upon the Members of the Legislative Assembly for the Union Territory Jammu and Kashmir to assemble in the Legislative Assembly Complex at Jammu on Monday, the 3rd day of March 2025 at 10:00 AM to hear my address,” reads another order from the LG.
