Dependency on foreign technology, new threats to national security

The government has initiated the establishment of a Rehabilitation Home in Jammu and Kashmir under the Support for Marginalised Individuals for Livelihood and Enterprise (SMILE) scheme, aimed at restoring dignity and self-reliance to the most vulnerable sections of society, thereby deserves recognition and active public support. The SMILE scheme, launched by the Ministry of Social Justice and Empowerment, is a comprehensive program for the rehabilitation of beggars and other marginalized individuals, particularly those who have been socially excluded and economically abandoned. By setting up a dedicated Rehabilitation Home in J&K, the Union Territory is aligning itself with the national mission to uplift those who have long lived on the fringes of society. The significance of this move cannot be overstated. For too long, the issue of begging and homelessness has been addressed either with indifference or temporary relief measures. The establishment of a structured rehabilitation center is a clear shift toward long-term and sustainable change. It provides shelter, food, healthcare, skill training, and most importantly, a second chance at life. This facility will serve as a safe space for individuals who have fallen through the cracks of society, whether due to poverty, disability, mental illness or social stigma. Instead of treating them as invisible or undesirable, the SMILE scheme recognizes their inherent worth and potential. By offering vocational training and livelihood support, the program enables individuals to rebuild their lives with dignity and independence. The success of this initiative, however, depends not just on the government, but also on society’s response. Civil society organizations, NGOs and local communities must join hands to ensure that the rehabilitation home becomes a model of care, compassion and capability-building.
