DC Pulwama reviews physical, financial progress of District Capex, CDF scheme

Pulwama, Aug 23: Deputy Commissioner (DC) Pulwama, Dr. Basharat Qayoom, Saturday chaired a review meeting here, to assess the physical and financial progress of the District Capex Budget 2025–26 and Constituency Development Fund (CDF) scheme.
At the outset, Joint Director Planning (CPO Pulwama) presented a detailed PowerPoint presentation on sector-wise status of works, covering areas including Minor Irrigation, Roads & Buildings, Education, Youth Services & Sports, Health, Urban Development, Jal Shakti, Animal and Sheep Husbandry, Power, and Rural Development along with ongoing as well as new works under the Aspirational Block Development Programme (ABDP) and Aspirational Panchayat Development Programme (APDP).
During the meeting, Dr. Qayoom reviewed the status of approved works in detail and called upon the concerned officers to ensure time-bound completion of projects while maintaining quality standards. He also emphasised that officers of various departments must work in close coordination to ensure seamless execution of works and to maximise the impact of developmental funds at the grassroots.
While reviewing assembly-wise projects under the Constituency Development Fund (CDF), Dr. Qayoom asked the officers to expedite the pace of execution and resolve all bottlenecks so that the benefits of these works are delivered to the people well within set timelines. He further directed for regular monitoring and reporting of works to ensure transparency, accountability and effective utilisation of funds.
Emphasizing the importance of timely project delivery, DC set clear timelines for estimation, tendering, allotment, and execution of works sanctioned under the District Capex Budget 2025–26 & CDF scheme and directed all concerned departments to adhere strictly to the deadlines.
“District Capex Budget and CDF scheme are key instruments for local development, aiming to strengthen infrastructure, improve service delivery, and address sector-specific needs of the community,” DC reiterated while emphasizing the strong inter-departmental coordination, timely completion and proper implementation of works.
Among others, the meeting was attended by Superintending Engineers and Executive Engineers of KPDCL, R&B, and Hydraulics; Assistant Commissioner Development, Pulwama along with BDO Aripal/Achegoze; Chief Medical Officer, Pulwama; Exen Ground Water and Exen Rew; District Youth Services & Sports Officer Pulwama; Chief Executive Officer, Pulwama and Executive Officers of other municipalities.
