Srinagar, Nov 27: The Jammu and Kashmir Government has blacklisted LMES IT LLP and its key stakeholder Maharaj Krishan Wali, barring them from participating in any recruitment-related bid across the Union Territory, following a series of irregularities unearthed in the controversial 2020 Fire & Emergency Services recruitment process.
The decision comes after a multi-layered inquiry that began in 2022, involved a committee probe, and culminated in an Anti-Corruption Bureau (ACB) investigation that confirmed violations in the tendering and recruitment exercise.
The process was first scrutinized under a committee constituted on December 12, 2022, to probe allegations in the selection of Firemen and Firemen Drivers.
The committee submitted its report on February 10, 2024, after which the matter on approval of the competent authority was referred to the Anti Corruption Bureau, J&K, for a detailed investigation.

After conducting verification, the ACB registered FIR No. 01/2025 at its Central Jammu Police Station, naming LMES IT LLP and examining the role of M.K. Wali in the tendering and selection process.
The ACB’s findings, later reviewed by a reconstituted committee revealed that LMES IT LLP was ineligible under several mandatory conditions of the e-NIT. Investigators found that the firm, despite being the L-2 bidder with a quoted rate of Rs. 179 per candidate, was awarded the contract by sidelining M/s UMC Technology Pvt. Ltd., the L-1 bidder, which had quoted a significantly lower rate of Rs. 107.50.
The L-1 bidder was never called for negotiations, nor was its candidature formally accepted or rejected. The ACB also found that LMES lacked the required experience of conducting similar recruitment exercises for at least two State or UT police forces or central paramilitary organisations, as mandated in the NIT.
Further scrutiny revealed that LMES did not meet the criteria of being a reputed vendor. The company, incorporated only in November 2017 after splitting from another entity, failed to present three years of its own balance sheets and IT returns as required. Instead, it submitted two years of financial documents from M/s Energy & Software Pvt. Ltd. and only one from its own records.
The report also highlighted a conflict of interest, noting that M.K. Wali, holding 99% shareholding in LMES, had previously served as a resource person for M/s Timing Technologies Pvt. Ltd. (TTPL), a firm whose recruitment process for the Fire & Emergency Services Department in 2018 had been scrapped by the government with explicit directions to replace the TRP agency.
Despite this background, LMES, owned by the same individual, was allotted the contract, a decision the ACB concluded gave Wali “undue leverage” facilitated by departmental authorities.
Based on these findings, the Home Department recommended blacklisting under Rule 151 of the General Financial Rules (GFR) 2017, with supporting communications issued on June 27, 2025, and September 16, 2025. After examining all reports and recommendations placed before it, the competent authority approved the proposal.
Consequently, the government has ordered that LMES IT LLP, with offices in Jammu and Gurgaon, along with Maharaj Krishan Wali, be barred from any participation in future recruitment-related tenders of the Jammu and Kashmir Government. (KNS)
