RTO Kashmir introduces new ‘S-Track’ driving test for licences

Srinagar, Dec 3: The Regional Transport Office (RTO) Kashmir has introduced a new S-track driving trial system for the driving licence procedure, replacing the traditional ‘H’ track used for light motor vehicles.
Officials said the new system is part of an effort to make the process more efficient, transparent, and fully digital.
ARTO Srinagar, Mouzam Ali said that the process of obtaining a driving licence has now become “very simple and applicant-friendly”.
“Anyone can apply for a learner’s licence online through their phone, laptop, or at a Common Service (CSC) centre. The test includes 10 questions on road safety and traffic rules, and if an applicant answers at least six correctly, the learner’s licence is issued instantly online,” Mouzam said.
He said that after a mandatory 30-day waiting period, applicants can apply online for the final driving test. A fee of Rs 1,050, including Rs 50 as postal charges, must be deposited at the time of booking the test slot.
The official added that the new trial setup includes two types of tracks – an eight-shaped track for motorcycles and scooters and an S-shaped track for light motor vehicles (LMVs). “In the S-track, the driver must complete the course without touching cones or poles. The test also evaluates seatbelt use, mirror checking and overall driving behaviour,” he said.
Once the test is cleared, the system automatically updates the applicant’s status, the ARTO said. “Within 24 hours, three messages are sent for the confirmation of document verification, test result and approval of the driving licence.”
The licence can be downloaded digitally and stored in DigiLocker, which is treated as valid as the physical copy, Mouzam added.
He said that at the trial ground, several candidates expressed satisfaction with the new system, calling it simple and well-managed.
“The staff here are very cooperative and guide applicants properly. I was confident that I would pass the test, and I did,” said one applicant.
