Srinagar’s growing urban challenges, ranging from sanitation gaps to ageing infrastructure, underscore one critical reality, i.e. without sustainable revenue streams, efficient civic governance remains an aspiration rather than an achievement. Clean streets, reliable waste management, functional drainage and upgraded public amenities all depend on the financial health of urban local bodies. For Srinagar, strengthening revenue generation is fundamental to improving the quality of life for its residents. Sanitation services, in particular, require consistent funding. Regular waste collection, scientific disposal, mechanised sweeping and maintenance of drains cannot be sustained on irregular grants alone. A stable revenue base enables municipal authorities to plan, invest in modern equipment and retain skilled manpower. Similarly, the upgradation of urban infrastructure, roads, footpaths, street lighting and public spaces demands long-term financial planning rather than ad-hoc interventions. Srinagar’s municipal revenues remain constrained due to under-assessed property taxes, limited user charges and leakages in collection systems. Rationalising taxes, expanding the tax net and leveraging technology for transparent billing and collection can significantly enhance revenues. Equally important is the introduction of realistic user charges for services such as solid waste management and parking, ensuring that those who use civic facilities contribute to their upkeep. However, revenue generation must go hand in hand with accountability. Citizens are more willing to pay when they see visible improvements and efficient service delivery. Transparent budgeting, regular audits and public disclosure of spending can help build trust between the municipality and residents. Therefore, a financially empowered municipal system is essential for timely delivery of civic services, resilient infrastructure and a cleaner Srinagar. Sustainable revenue is not just about numbers but about creating a city that works efficiently, equitably and responsibly for all.
