The Jammu and Kashmir government’s decision to digitise the building approval process through the launch of an Auto-Scrutiny portal and amendments to the Unified Building Bye-Laws (UBBL) 2021 marks a significant step towards modern and transparent urban governance. By introducing a technology-driven system for building permissions, the administration has attempted to address long-standing concerns about delays, bureaucratic hurdles and lack of transparency in the approval process. For years, obtaining building permissions has been viewed as a cumbersome exercise involving multiple departments, lengthy procedures and uncertainty for applicants. The introduction of an Auto Scrutiny Based Building Permission and Change of Land Use (CLU) portal now promises to streamline these processes. With Auto-DCR technology automatically scrutinising building plans against relevant rules and development controls, the system aims to reduce human discretion while ensuring uniform interpretation of regulations. Equally significant is the reduction in approval timelines. By integrating CLU with building permission and digitising the entire process, the government has reduced the approval period from the earlier 60–90 days to around 30 days. Such reforms can play an important role in promoting the Ease of Doing Business and encouraging investment in the Union Territory. The amendments to the building bye-laws also reflect a pragmatic approach to urban development. Rationalising land-use regulations, simplifying categories and allowing affordable group housing in industrial zones can promote inclusive growth. Similarly, enhanced Floor Area Ratio and relaxed Right of Way norms may boost commercial and industrial activities, particularly in smaller urban centres. However, successful implementation will be key. Authorities must ensure that the digital system functions smoothly, architects and engineers are adequately trained and urban local bodies adopt the reforms effectively. If implemented efficiently, this initiative can usher in a new era of transparent, efficient and citizen-friendly urban development in Jammu and Kashmir.
