Digitization of land records in Jammu and Kashmir is no longer merely an administrative reform but a foundational step towards transparent governance, rural empowerment and economic inclusion. The recent review meeting rightly emphasized that modern, accurate and technology-driven land administration is essential for delivering welfare benefits, reducing disputes and enabling easier access to institutional credit for farmers. For decades, outdated revenue records, missing documents and delayed mutations have remained a source of inconvenience and mistrust among citizens. The ongoing effort to digitize Jamabandis, cadastral maps and mutations therefore carries immense significance. The reported digitization of more than 68 lakh records and completion of over 95 per cent backlog mutations reflects encouraging progress. Equally important is the disposal of over 14 lakh grievances through the JK Zameen Sudhar Portal, which demonstrates the growing role of technology in citizen-centric governance. The integration of land records with AgriStack and the RBI’s Unified Lending Interface has the potential to transform rural economies. Farmers with authenticated and updated land records can gain quicker access to credit, crop insurance and government schemes. The planned transition towards digital crop surveys and ULPIN-based land identification can further strengthen agricultural planning and service delivery. However, technology alone cannot guarantee success. Accuracy, accountability and legal sanctity of records are crucial. The directions to trace missing Mussavis, fix responsibility for tampering and ensure proper validation of records are therefore timely and necessary. Revenue officials at every level must ensure that digitization does not merely replicate existing errors in digital form. Jammu and Kashmir now stands at an important juncture where efficient land governance can become a catalyst for transparency, development and public trust. The challenge is to complete this ambitious exercise with precision, integrity and urgency.
