Jammu and Kashmir is undergoing a demographic transition that deserves careful attention from policymakers and society alike. The latest Sample Registration System data reveal a steady decline in the birth rate and overall population growth, placing the Union Territory on a path towards demographic maturity. At one level, this trend is a welcome indicator of progress. Lower fertility rates are often associated with higher literacy, improved healthcare, greater access to family planning, women’s empowerment and changing social aspirations. The sharp decline in infant mortality further reflects significant improvements in public health and maternal care. Families today are making informed choices, investing more in education, healthcare and the quality of life of their children. However, demographic success stories often carry long-term challenges. While slower population growth can ease pressure on land, housing, public services and employment in the short run, a sustained decline in fertility may eventually result in a shrinking workforce and a growing elderly population. Such a shift could place increasing demands on healthcare systems, pension schemes and social welfare programmes. The experience of several developed economies demonstrates that ageing populations can create labour shortages and constrain economic growth if governments fail to prepare in advance. Jammu and Kashmir has the advantage of recognising these trends early and planning accordingly. The need of the hour is a comprehensive demographic strategy focused on skill development, employment generation, healthcare expansion and elderly care infrastructure. Policies that encourage greater workforce participation, particularly among women and youth, will also be crucial. The declining birth rate in Jammu and Kashmir is not a cause for alarm. Rather, it is evidence of social advancement. Yet demographic trends shape the future for generations. The challenge before policymakers is to transform today’s demographic gains into long-term economic and social resilience.
