Srinagar, Jun 5: The Jammu and Kashmir Government has delegated the powers of Drawing and Disbursing Officer (DDO) to designated officers across all districts and divisions of the Union Territory for handling funds released under Demand No. 51 (Police) of the Ministry of Home Affairs, Government of India.
According to Government Order issued by the Home Department, DDO powers have been delegated to Accounts Officers attached with the Divisional Commissioners of Kashmir and Jammu and Deputy Commissioners of all districts.
The order covers Srinagar, Ganderbal, Budgam, Pulwama, Shopian, Kulgam, Anantnag, Bandipora, Baramulla, Kupwara, Jammu, Samba, Kathua, Udhampur, Reasi, Ramban, Doda, Kishtwar, Rajouri and Poonch districts.
The government said the delegation has been accorded to facilitate operation of funds released under the Police head through designated Pay and Accounts Offices or Financial Management System portals.
The order lays down several conditions, including adherence to General Financial Rules, maintenance of proper records, verification of claims and ensuring that expenditure remains within approved budgetary provisions. Officials have also been directed to maintain audit trails and comply with financial regulations and instructions issued by the Union Ministry of Home Affairs and the Finance Department.
The order was issued by the Home Department with the approval of the competent authority and takes immediate effect. [KNT]
