Jammu and Kashmir’s ongoing push towards digital governance represents an important shift in the way public administration functions. The review of Information Technology and e-Governance projects by the Chief Secretary underlines the government’s intention to make public services more transparent, efficient and citizen-centric. The growing use of Artificial Intelligence, geo-spatial technologies and integrated digital platforms offers significant opportunities to improve governance, provided these initiatives translate into measurable outcomes. Several projects reviewed during the meeting demonstrate the expanding role of technology across sectors. AI-based GST analytics, digital land records, mining surveillance, energy management, agriculture platforms, online grievance redressal and tourism services have the potential to reduce delays, improve accountability and strengthen decision-making. If implemented effectively, these systems can minimise manual intervention, curb corruption and make government services more accessible. However, technology alone cannot guarantee good governance. Digital platforms are only as effective as the institutions that manage them. Delayed implementation, poor coordination between departments, technical glitches and inadequate training can reduce even the most ambitious projects to underutilised portals. Strict adherence to timelines, regular monitoring and seamless integration of departmental databases are therefore essential. Equally important is digital inclusion. Many citizens, particularly in rural and remote areas, still face challenges related to internet connectivity, digital literacy and access to online services. Every digital initiative must be complemented by adequate public awareness, user-friendly interfaces and support mechanisms to ensure that technology bridges gaps rather than creating new ones. The emphasis on adopting artificial intelligence should also be accompanied by strong safeguards for data security, privacy and responsible use of technology. Public trust is vital for the success of digital governance. The real measure of success will not be the number of applications launched but the ease with which citizens receive services. Digital governance must ultimately simplify lives, strengthen accountability and make government more responsive, transparent and efficient.
