Rising to next level

The revival of the Standing Finance Committee of Sher-i-Kashmir Institute of Medical Sciences, Soura, after more than five years is more than an administrative development. It presents an opportunity to reassess the institution’s direction and restore the ambition with which SKIMS was established. The vision of transforming SKIMS into a quaternary healthcare facility and Centre of Excellence is both timely and necessary. Jammu and Kashmir has witnessed rapid changes in its healthcare needs, while patients requiring highly specialised treatment continue to face the burden of travelling outside the region. A stronger SKIMS can reduce this dependence and provide advanced care closer to home. The proposed expansion of emergency services, trauma care, organ transplantation, outpatient facilities and cancer care is therefore significant. Equally important is the strengthening of human resources, nursing, medical technology and specialised departments. Infrastructure without skilled manpower and modern clinical practices cannot deliver the desired transformation. The challenge now is implementation. SKIMS has seen ambitious plans before, but the real test lies in converting approvals into functioning facilities within defined timelines. Delays in infrastructure, procurement, recruitment and equipment installation can undermine even the most comprehensive roadmap. The revived financial mechanism must therefore ensure sustained monitoring, adequate funding and clear accountability. SKIMS must also strengthen its research and academic functions. As the region’s premier medical institution, it should become a centre where treatment, medical education, innovation and biomedical research reinforce one another. Greater research focus on cancer, cardiovascular diseases and other emerging health challenges can help develop solutions suited to the population of Jammu and Kashmir. The ultimate measure of success should not be the number of projects approved, but the quality, accessibility and affordability of healthcare delivered. The renewed push for SKIMS offers a valuable opportunity. It must now be sustained through efficient governance, timely execution and institutional accountability, so that the institute can genuinely emerge as a Centre of Excellence for the region.
