Centre allocates Rs 980 crore to J&K under PMGSY for 2026-27

New Delhi, Aug 11: The Jammu and Kashmir Union Territory has received significant financial support under the Pradhan Mantri Gram Sadak Yojana (PMGSY), with the Centre allocating Rs 980 crore for the current financial year 2026-27, the Lok Sabha was informed on Tuesday.
Minister of State for Rural Development Kamlesh Paswan gave the information in reply to Lok Sabha Unstarred Question No. 3839, raised by June Maliah and Shafi Parambil, who sought details of roads sanctioned, completed and under construction under PMGSY, funds allocated, released and utilised, reasons for delays and measures taken to ensure timely completion of pending projects.
As per the reply, J&K had an indicative allocation of Rs 948 crore in 2021-22, against which Rs 1,328.34 crore was released and Rs 1,485.28 crore utilised, including the Union Territory’s share.
In 2022-23, the indicative allocation for J&K stood at Rs 1,450 crore, with Rs 717 crore released and Rs 1,114.78 crore utilised. In 2023-24, Rs 1,450 crore was allocated, Rs 1,304.17 crore released and Rs 1,256.96 crore utilised.
During 2024-25, J&K had an indicative allocation of Rs 1,400 crore, while Rs 1,028.25 crore was released and Rs 1,070.65 crore utilised.
In 2025-26, the indicative allocation stood at Rs 998 crore, against which Rs 261.87 crore was released and Rs 420.50 crore utilised.
For 2026-27, the indicative allocation for J&K is Rs 980 crore. As on August 6, 2026, Rs 214.01 crore had been released, while expenditure stood at Rs 237.79 crore.
At the national level, the Ministry said that from 2021-22 till August 6, 2026, a total of 18,807 road works covering 98,505 km and 3,661 bridges had been sanctioned under various PMGSY verticals.
During the same period, 23,247 road works covering 1,34,751 km and 5,287 bridges were completed, while 12,447 road works covering 41,368 km and 1,775 bridges were at various stages of construction as on August 6, 2026.
The Ministry clarified that PMGSY funds are released to States and UTs as a whole and not district-wise. Funds are released based on works in hand, progress achieved and submission of necessary documents through the SNA SPARSH system.
The government said implementation of PMGSY is monitored through regular review meetings at State, regional and national levels, besides the Online Management, Monitoring and Accounting System (OMMAS), geo-tagged photographs and GIS-based inspections.
A three-tier quality management mechanism comprising Programme Implementation Units, State Quality Monitors and National Quality Monitors has also been put in place to ensure adherence to prescribed technical specifications.
The Ministry further said the Electronic Maintenance of PMGSY Roads (e-MARG) platform has been implemented in all States and UTs to monitor maintenance of PMGSY roads for five years after completion, with contractor payments linked to road quality under a performance-based contract management system.
