Srinagar, Oct 30: The Jammu and Kashmir Government has notified revised probation and departmental examination rules for newly recruited Jammu and Kashmir Administrative Service (JKAS) officers, introducing a mandatory two-year probation period and a seven-paper examination system.
The General Administration Department, through S.O. 278 dated October 28, 2026, issued the Jammu and Kashmir Combined Competitive Services (Probation and Examination) Rules, 2026, replacing the existing rules of 2000.
Under the new framework, probationers will have to secure at least 50 per cent marks in each of the seven papers to qualify. The examinations will be conducted twice a year by the Jammu and Kashmir Public Service Commission (JKPSC), as far as practicable.
The first annual increment will be granted after completion of one year, while the second will remain withheld until successful completion of probation and the prescribed examination.
Candidates will get three regular attempts and one additional mercy chance to clear the examination. Passing the examination will also be mandatory for confirmation in service, although exemptions may be granted by the Government in exceptional circumstances.
The seven papers will cover public administration, Jammu and Kashmir’s geography and economy, service rules, revenue laws, development schemes, social welfare, human rights and the legal framework governing administration and public order.
The notification, issued under Article 309 of the Constitution, will come into force with immediate effect and has been issued by order of the Lieutenant Governor. (KINS)
