JK Govt unveils draft schedule of rates

Seeks feedback from R&B, PMGSY departments

Srinagar, Apr 27: The Jammu & Kashmir Government has come up with the draft “Schedule of Rates (SoR)”-2022 and asked different departments under the administrative control of the Roads & Buildings department to examine it.
Details reveal that administrative department of Roads & Buildings has written to different departments to examine the Schedule of Rates (SoR)-2022 formulated by the Directorate of Inspection, Design & Quality Control, J&K and convey views, opinion/comments/input and amendment, if any, to this department enabling it to take further course of action accordingly.
The department has sought views from Chief Engineer R&B Kashmir/ Jammu, Chief Engineer Pradhan Mantri Gram Sadak Yojana(PMGSY) Kashmir/Jammu and Chief Engineer Mechanical Engineering Department over the draft SoR.
J&K ‘‘Schedule of Rates’’ being published by Designs, Inspections and Quality Control Department, is a very comprehensive document and useful in the execution of works. Besides the R & B Department, this Schedule of Rates is being used as a guide for a number of Jammu & Kashmir government departments, public sector undertakings (PSUs), builders, architects and contractors.
The J&K Public Works Department ‘Schedule of Rates’ was first complied in the year 1971. It was revised in 1981 based on the National Building organization’s Analysis of Rates and specifications.
In order to bring it at par with the development activities and ever increasing market rates, it underwent revision seven times since 1981 i.e. in the year 1992, 1997, 2004, 2008, 2012 and 2020.
Since 2004 the Schedule of Rates has been revised on the pattern of CPWD Schedule of Rates. The last sanctioned Schedule of Rates was unveiled in 2020.
According to R&B department, the introduction of new construction materials and introduction of mechanized construction techniques for speedy construction has necessitated revision of existing Sanctioned Schedule of Rates- 2020
“Accordingly, this ‘‘Schedule of Rates’’ JKSR-2022 has been prepared incorporating elements of machinery and equipments, tools and plants and prefabricated building components, wherever applicable. Although this schedule contains most of items of SSR2020, the nomenclature of many items has been improved by making it more generic by deleting brand named and making it more comprehensive by providing reference to various BIS and the latest codes in use for their applicability,” reads draft SoR.
