Need to combat substance abuse, drug trafficking

In the ongoing holy month of Ramadhan, there is a noticeable increase in the number of beggars, seeking alms on the streets, particularly around religious sites, as people are generally more inclined to give charity during the fasting month. Many of these beggars may be outsiders who specifically come to the region during Ramadhan to capitalize on the increased generosity. While some beggars may genuinely need assistance, there are worries about organized begging networks that exploit the situation. As the Muslims prefer to give charity in this month, there is a dire need to ascertain whether the individual seeking alms is needy or is the part of the begging networks, which usually remain the apprehensions of the people. Giving charity in this month is part of the Islamic teachings, but one needs to understand that the person seeking alms should be needful of it and those who are not should not be given any charity at all. There are clear directions from the government to all the Deputy Commissioners to maintain strict vigil on individuals and organizations collecting donations to prevent fraud and ensure funds are used for genuine welfare purposes. The directions in this regard have been passed to set up helpline numbers where people can report suspicious fundraising activities. Identify and publicize a list of verified NGOs/charitable institutions. Therefore, the people at this juncture should assist the government in its endeavor and identify the persons first for charity and must not give it to anyone, whosoever comes their way. It is the time when the government and public in unison should identify all the frauds and ensure that the deserving individuals are not pushed to the wall.
