School Edu Deptt abolishes post-facto permission for higher studies

Srinagar, Sep 21: School Education Department on Tuesday abolished post-facto permission for obtaining higher qualification by teaching staff.
“It has been observed that the employees of School Education Department especially the teaching staff is pursuing higher studies without seeking proper permission from the competent authority and without sanctioning of requisite leave,” reads an order by additional secretary to government, school education department.
“The officers/officials have been availing one time exemption for post-facto permission oft repeatedly. This act by the teaching staff has created a great indiscipline in the Department and depletion of teaching faculty at the institution level,” the order reads, adding, “Therefore, to avoid the chaotic and messy situation arisen in the Department and to streamline the system, the post-facto permission for obtaining higher qualification is abolished henceforth.”
The cases of candidates who have joined the course up to 31.12.2020 shall only be considered as per merits, it said.
“No case shall be entertained where admission to the course started from 01-01-2021 onwards
Desirous candidates who intend to pursue higher qualification shall approach the competent authority at least 06 months before the commencement of the course, for seeking necessary permission and shall join the course only after sanction of the leave.”
It has been decided that if any officer/official is found involved in this practice, his DDO shall be personally responsible and the expenses borne by the Government on the studies of Officer/official shall be recovered from the personal account of the DDO, the order reads. “Further, action as warranted under Rules and Regulations shall be initiated against the delinquent Officer/official.” (GNS)
