Consumers protest over abrupt switch to prepaid power system in Kashmir

Srinagar, Dec 30: Power consumers across Kashmir have voiced strong objections to a sudden shift in electricity billing practices by the Kashmir Power Distribution Corporation Limited. The Corporation’s decision to replace postpaid electricity connections with prepaid ones has triggered widespread frustration, with many alleging the change was implemented without proper communication or consultation.
Consumers claim that the unexpected move has disrupted household budgets, as consumers are now required to make an upfront payment of Rs 500 in addition to their usual bills. This adjustment has left many, especially those from economically vulnerable backgrounds, grappling with unforeseen expenses.
“Switching to a prepaid system isn’t necessarily the problem—it’s the way it was forced upon us,” said Farooq Ahmad, a resident of downtown Srinagar.
“We weren’t told anything in advance, and now we are left scrambling to understand how this system even works.”
The transition has also sparked confusion among consumers who are unfamiliar with prepaid electricity meters. Many consumers expressed concern over the lack of information provided by KPDCL regarding the new process, leading to allegations of poor planning and execution.
Consumer rights advocates have sharply criticized the power utility, accusing it of sidelining public interest. “Any major change in billing practices must be preceded by awareness campaigns and consultations with stakeholders,” said a representative from a local consumer rights group.
The impact has been particularly harsh on daily wage earners and lower-income families, many of whom are struggling to cope with rising costs of essentials. The additional financial burden has fueled calls for immediate government intervention to address public grievances and hold KPDCL accountable for its actions.
While officials from KPDCL remained tight-lipped about the controversy, sources within the department suggest the shift is part of a broader initiative aimed at reducing power theft and improving revenue collection. [KNT]
