Empower SAPs

A society’s true progress is measured not by the height of its buildings but by the depth of its inclusivity. In Jammu & Kashmir, where resilience and diversity define everyday life, the responsibility to uplift specially-abled individuals is both moral and developmental. Full support like social, institutional and infrastructural must be extended to ensure that they can realise their aspirations with dignity. Despite policy frameworks aimed at empowerment, many specially-abled persons (SAPs) still face systemic hurdles. From inaccessible public buildings to limited employment avenues, the challenges remain profound. Welfare schemes exist on paper, but inconsistent implementation often pushes individuals into dependency rather than enabling independence. Mobility issues, delayed disability certifications, lack of inclusive education tools, and inadequate assistive technologies further restrict their potential. Extending full support demands a holistic approach. Government departments must ensure time-bound delivery of disability certificates, scholarships, and pensions. Educational institutions need to embrace inclusive classrooms with trained teachers, sign language interpreters, and modern learning aids. Employment ecosystems, both public and private, should vigorously enforce reservation norms and create supportive workplaces equipped with assistive tools. Equally important is the transformation of societal attitudes. The specially-abled do not seek sympathy; they seek opportunity. Sensitisation campaigns, community engagement, and inclusive public events can foster respect, acceptance, and understanding. Local governments and district administrations must also prioritise barrier-free infrastructure, ramps, tactile pathways, accessible toilets and user-friendly digital platforms. Jammu & Kashmir stands at a crucial juncture, with the chance to set a model for disability inclusion. When specially-abled individuals are empowered to participate fully educationally, economically and socially society benefits through their talent, creativity, and resilience. Extending full support is not a favour; but a rightful obligation. The UT must ensure that every specially-abled person in J&K not only dreams but also achieves.
