Jammu and Kashmir’s renewed focus on inland water transport marks an important shift in the region’s development priorities. More than an infrastructure project, the initiative represents an attempt to reconnect the Union Territory with its historic waterways while creating new opportunities for tourism, mobility and economic activity. The recent high-level review chaired by Chief Secretary Atal Dulloo reflects a growing recognition that rivers are valuable public assets capable of supporting sustainable development. The proposed 76-kilometre Jhelum river cruise corridor from Pantha Chowk to Wular Lake is particularly significant. For generations, the Jhelum served as a lifeline for trade and daily movement in Kashmir, but over time its transport potential was largely neglected. Reviving this corridor is therefore both economically practical and culturally meaningful. The proposed installation of floating jetties, navigational systems, fairway maintenance and hybrid electric boats suggests that the project is moving beyond symbolic announcements towards actual planning. Similar proposals involving the Chenab and Ravi rivers in Jammu also indicate an effort to ensure balanced regional development rather than concentrating entirely on tourism in the Valley. If implemented efficiently, inland water transport can generate employment, improve tourist experiences and encourage commercial activity along riverbanks. However, the real challenge lies in execution. Issues such as land transfer, sewage treatment, utility relocation and environmental clearances have historically delayed major public projects in the region. Administrative coordination must therefore move from official discussions to visible action on the ground. Environmental responsibility is equally critical. Rivers are fragile ecosystems linked to livelihoods, biodiversity and the identity of Jammu and Kashmir itself. Any expansion of tourism or river infrastructure must prioritise clean technology, waste management and ecological protection. J&K’s inland water transport initiative carries genuine promise. Its success, however, will depend on disciplined implementation, transparency and a development approach that respects both economic ambition and environmental balance.
